Dear Mr. Chairman:
Accompanying this letter are some of the nearly 30,000 petitions we have gathered urging that the House Judiciary Committee initiate a formal impeachment inquiry with respect to President William J. Clinton.
Those who wrote the Constitution of the United States made clear their intention that criminal inquiries regarding high Federal officials ought to be the primary responsibility of the U.S. House of Representatives, rather than of any independent counsel procedure which is today so common, but which was not contemplated by the Framers.
Clearly, there is enough evidence, on diverse fronts, to warrant such an inquiry whether or not it results in a decision to impeach, and a subsequent trial in the U.S. Senate.
The American people and, indeed, the President are entitled to have this matter resolved expeditiously, in the Constitutionally prescribed manner.
I hope this letter and the petitions which accompany it will assist you in making a decision to initiate the steps which clearly seem to be required in cases such as this.
